‣ The nature of party government : a comparative European perspective

"The nature of party government" examines relationships between governments and supporting parties on a comparative European basis. The book does so at the level of principles: there is a major conflict between governments, which should govern and parties, which being representative, wish to shape the way governments operate. The book studies relationships empirically as well: it shows that they occur on three plans, appointments, policy-making and patronage and assesses the extent of two-way influences, from parties to governments and from governments to parties.; 1. ‣ Party and government : an inquiry into the relationship between governments and supporting parties in liberal democracies

Fonte: St. Martin's Press Publicador: St. Martin's Press

Português
'Party and government' is an eleven-country study of the relationship between the governments of liberal democracies, mainly from Western Europe, but also including the United States and India, and the parties which support these governments. It examines this relationship at the three levels at which governments and parties connect: appointments, policy-making, and patronage. The emphasis is on a two-way relationship: parties influence governments but governments also influence parties. The extent and the direction of this influence varies from country to country. In some cases, governments and parties are almost autonomous from each other, as in the United States; in other cases, on the contrary, there is considerable power of one over the other: sometimes the party dominates, sometimes the government.; 1. In present circumstances...democracy in Ireland is also becoming a democracy without choices, one in which elections might continue to be full of drama, sound and fury, but in which the outcomes signify little.

‣ EU External Action in the JHA Domain: A Legal Perspective

CREMONA, Marise

Despite the importance of the external dimension of the EU’s policy on freedom, security and justice (AFSJ), reaffirmed in the Stockholm Programme, it is not possible to speak of a single ‘AFSJ external policy’; the scope of external action reflects the fragmentation of the subject matter and of course the development of external policy has been affected by the original cross-pillar nature of the AFSJ. The AFSJ lacks an easily identifiable policy objective, although the concept of an ‘Area’ suggests the aim of constructing a new ‘common policy domain’, and there are ways in which we can identify certain common elements in the approach to external AFSJ policy. This chapter seeks to explore some of these distinctive elements; its purpose is not to discuss the EU’s policy priorities or initiatives in the field, but rather to set out some of the particular legal features of external AFSJ policy. First, and most fundamental, is to examine the basis for and the scope of external competence given the limited explicit provision in the Treaties for external action in the field, and the implications of the fact that competence is therefore necessarily implied. Second, this paper will turn to the legal implications of the ‘inter-pillar’ legacy of the AFSJ: the consequences this has had for the types of instrument available to the Union and the legal constraints imposed by the need to ‘police’ the boundary. And finally we will explore the relationship between Union action and Member State action: the possibility of exclusive Union competence and the mechanisms developed to manage shared competence. These features...

From the “indispensable power” to the unilateralist moment of the “war on terror”, from the 2008 financial shock to present-day reflections on its decline, post-Cold War America has grown increasingly and bitterly divided on its place and role in the world. Within an anthology on social, cultural and political transformations of the United States after the Cold War, the essay explores the diverging paths of domestic political cultures, with a specific focus on the exceptionalist imagination that fuels an antagonistic perception of the global space.
